PIREPs above this flight level are excluded — they're outside your airspace and don't satisfy the solicitation requirement. Default: FL200. Lower it for facilities with lower airspace.
Some facilities have no traffic during certain midnight-shift hours. The METARs still publish and may show PIREP-required conditions, but with no aircraft airborne a PIREP is impossible — those hours would unfairly flag Non-Compliant.
